+36.28 means for the day it was up 36.28. The '+' means it was an up day. The number '36.28' is also in GREEN colour, another way to denote it was UP for the day. If it was DOWN 36.28 it would be in RED colour, and it would have a '-' sign ; that is
-36.28
the +0.13% means for the day it was up 0.13% , as compared to its closing price from yesterday. 36.28 / 27147.08 then multiplied 100 = 0.13%
makes sense?
there are numerous sites you can use for market data. examples-- google finance, yahoo finance (michael777 is a closest liberal so that's why he uses cnn)

this shows you the DOW action each day-- what it opened at, its high for the day, low for the day and its CLOSE. The column at the far right is 'volume' --this means how many shares were exchanged for the day. As you can see Aug, 30 2019 had some serious action (volume) that day
